I want to ask If I see big difference in car power when I change tires from 195/65 r15 to 225/40 r17 ?

This combination will decrease car power and acceleration ?

Ever so slightly. You won't notice it.

On the 1.6 you will notice a difference. I went from 195/65/15 to 225/45/17 and noticed a massive drop in power and acceleration, although the car hasn't got much to start with. Overall, the car was horrible to drive with the 17s on and I also lost about 5mpg, if you're interested. It felt more planted in corners though, likely due to reduced sidewall size and wider grip patch.

One thing to note is the weight of the wheels will make a big difference to whether the tyres are going to affect the acceleration. I had TT Ronals, which are a very heavy wheel. If you have a lightweight 17 inch wheel then it won't be such a dramatic drop as I experienced.

Circumference of the 225/40/R17 is 3.6% SMALLER than the 195/65/R15. If the wheels weigh the same, torque applied will be increased by 3.6%, speedo will over-read by that much more too.

The 225/45/R17 is exactly the same as the 195/65/R15.

Go for 205/50 R17 if you drive 1.6.
Default dimension is 225/45 R17.

I have 225/45 on Santa Monica for summer and 195/65 15 steelies for winter.
Steering wheel is little harder to turn with R17.
