Turning the starter when engine running

Can you use the starter while engine is running ? I noticed that sometimes car is blocking it and sometimes not. How blocking mechanism works ? It is mechanic or electronic ? Of course I'm not using starter when engine is running but I'm curious why I can sometimes turn the key into starter position.

On Toyota you can do that.
On VW there is some kind of blocking mechanism

It only blocks if you turn the key fully to the starter position the first time you start it.  You can half turn it - enough to get it to start but not enough to get it to lock off, hence why you're able to put it back onto the starter a second time.
